Gene is presently the managing partner of Brookhouse & Hemsing Law Offices. Gene’s emphasis is in estate planning, elder law/divestiture and probate. Over his 52 years in practice, Gene has always sought the best results for his clients with a deep understanding of the law. 

Gene strives to maintain the excellence and effectiveness of the legal profession. Presently he is a member and past president of the Kenosha Bar Association, member of the Wisconsin Bar Association’s Board of Professional Responsibility, as special appointee of its President, Franklyn Gimbel, to the State Bar Association Long Range Planning Committee and Chairman of the statewide special ad hoc committee on judge substitutions. For over 35 years he was a Court Commissioner, appointed to that position by Judge Burton Scott.

Active in his community, Gene is a charter member, first vice president and organizer of Kemper Center, Inc.  He was instrumental in the County of Kenosha’s acceptance of the Kemper Hall lakefront property as a County Park.

Gene is a past president of the Board of Directors of the Kenosha Achievement Center and Co-Chairman of its Capital Campaign to raise funds to increase the KAC’s ability to meet its objective of fostering growth and success of persons with special needs.

Teamed with Jim Fitzgerald, then owner of the Milwaukee Bucks and Jones Intercable, Gene played a key role in bringing Jones Intercable and cable service to Kenosha.

Gene, born in 1944, is a life-long resident of Kenosha.  He graduated with a BA degree from the University of Wisconsin in 1966 and from its law school with a JD degree in 1969.  Thereafter, he was a law clerk to the Honorable James E. Doyle, Federal District Court Judge for the Eastern District of Wisconsin, father of Wisconsin’s Governor, Jim Doyle.  The trusted offices of Brookhouse & Hemsing Law were started over 70 years ago by Eugene’s well respected father Andrew Brookhouse and in 1970 Eugene joined his father in the practice of law.

Gene and Ellen were married in 1970.  They have two daughters: Tina, a Master Degree recipient of Northwestern University and Sara, a Master’s Degree recipient of University of Madison’s School of Education. Ellen and Gene are proud grandparents of five (5) grandchildren.
